Joe Powell


APAA is a recovery community organization that provides peer-to-peer mental health and substance use recovery support services for individuals, families, and communities. APAA is the first Recovery Community Organization (RCO) in Texas with a National “Exemplary” Status Accreditation for Peer Recovery Support Services. Joe has provided recovery movement direction at APAA for 25 years. His purpose is to spread health, wellness, and recovery.

Joe is Chair of the Peer Committee for the Texas Certification Board (TCB). and one of the Founding members of National Faces and Voices of Recovery. He pioneered with Dallas County Judges Cruezot, Judge Mays, and Judge Frances Specialty Courts as early as 2000. He continues to work with the District Attorney’s Office, Specialty Courts, and the Public Defenders Office. Joe also provides hospital and jail diversion support with the North Texas Behavioral Health Authority.

Joe provides recovery-oriented guidance on the Southwest Addiction Technology Transfer Centers Regional Advisory Council (SWATTC). He has a Governors’ appointment on the Texas Workforce Commission’s, Rehabilitation Council of Texas (RCT). He currently serves on several diversity, equity, and inclusion (DEI) committees including NAADAC, National Association of Addiction Professionals – Critical Issues in the Black Community, Faces and Voices of Recovery, and NTBHA (LBHA) Cultural committees.
